Joe Howell

Joe Howell

President – US 501(c)(3) and Mexican AC

Joe has always been a creative problem solver. After a career in global advertising and communications, working with customers around the world, Joe has taken on the biggest challenge of his life: How to end animal suffering in Mexico. It’s a big job that takes bold ideas and plenty of hard work.  
 
Joe has touched many aspects of animal welfare since moving to Mexico from the Pacific Northwest in 2019. He has partnered with like-minded animal advocates across the Americas to transport and deliver thousands of Mexican street dogs to their forever homes in the US and Canada. Not a day goes by that Joe is not working, networking, or called upon to help the animals of Mexico.
 
Joe’s work continues for Rosey’s Wish. Securing and bringing Rosey from Seattle WA was the first step. Working with our team to convert her from a dog transport bus into a complete mobile sterilization clinic was next. The model is making an impact, but Joe’s work has expanded. Joe has taken the success of Rosey and used it in a similar program in Manzanillo, Mexico. And in 2026, two additional mobile clinics will come to Jalisco and the Yucatan. Joe is making an impact across Mexico.

Donna Lynes-Miller

FOUNDER, TREASURER 501(c)(3) and Mexican AC

Donna moved from Atlanta to SMA in 2018 and found herself friends with a group of animal lovers. Their first projects were a small food bank, support for independent rescuers and four sterilization clinics. They witnessed horrific animal suffering and concluded that sterilization was the most sustainable way to end the suffering. In 2024 they formalized Rosey’s Wish (El Deseo de Rosey SMA) by forming a U.S. 501(c)(3) and a Mexican A.C.

Donna has 20 years’ experience with Atlanta based non-profits as President of three supply chain cooperatives. Over 5,000 member restaurants from national brands (Arby’s Roast Beef, Church’s Chicken and Popeyes) benefited from collective negotiations of over $1 billion in annual contracts.

Donna’s love for animals is the driving force behind Rosey’s Wish. She rescued 17 Borzoi over a 40-year period. Since moving to SMA she has rescued and adopted three adorable dogs from the streets of SMA. Pictured is Donna with Rosey.

Ashlee Lane

Ashlee Lane

Secretary U.S. 501(c)(3)

Originally from Salt Lake City, Ashlee has been part of the San Miguel community for nearly 7 years and has seen the evolution of the local animal rescue community firsthand.  First involved with Yo Amo Animalitos, caring for the street animals at the kill shelter, Ashlee then moved to a fundraising role, helping eight animal organizations of all sizes raise funds in 2024.  Now in 2025, she has devoted her time to helping Rosey’s Wish continue its mission to end animal suffering in Mexico.

Ashlee has had dogs since she was a young child, but became more aware of the need to help when she moved to Mexico.  She has fostered animals, adopted animals, and taken animals off the street including abandoned and discarded animals.  Ashlee has a real estate business in Utah, but enjoys the culture, nightlife, and community of living in San Miguel.  When not working, Ashlee enjoys working out, traveling, and spending time with her rescue dog, Kai, and her reformed street cat, Lulu.

Samara Montaño

Samara Montaño

Consultant - Assistant Treasurer

Samara has all the qualifications to be our Assistant Treasurer – an avid dog lover with a background in finance and experience with one of San Miguel’s outstanding veterinary clinics. Samy lived in Mexico City for 27 years where she worked in finance for 10 years for Ixe Banco S.A., merging with Grupo Financiero Banorte in 2011. She and her family moved to San Miguel de Allende in December 2016 to experience small town life. Samy’s love for animals drew her to PetVet, a veterinary clinic where she worked in administration for 8 years.

Samy has been a supporter of Rosey’s Wish since 2023 when she started volunteering at our sterilization clinics. Her experience provides a 2-way grasp on the relationship between clinic operations and finance.

Samy’s passion is her pack of dogs. She has 10 rescue dogs in total and is pictured here with Patch, the 80 lb. baby from the pack.

Cacho Molina Sotelo

Secretary – Mexican AC

Cacho is an exploration geologist from northern Mexico. Dr. Molina holds both a masters degree and PhD from the University of Texas at El Paso. Cacho and his wife relocated to SMA in 2018 where they enjoy engaging in philanthropic activities. Cacho is our guiding light to help us properly operate an A.C. in Mexico. He is a hands-on consultant with all matters relating to legal, government and banking requirements. Pictured is Cacho with Rocco and Bella, rescued pugs from Rosey’s Wish network.
